Split rare quality into its own research

People keep posting on reddit asking why their factories aren't making epic/lengendary items (e.g., https://old.reddit.com/r/factorio/comme ... _items_it/).

I think this issue can be fixed with a very minor tweak: Take the quality module research, and split it into quality module + uncommon quality, and rare quality. Reprice the module + uncommon quality to be 50 (like the other modules) or 100 research, and then make rare quality cost 400-450 research, so the total cost remains the same, but users are given a more explicit and attainable quality tier immediately, tipping them off that epic and legendary are further research lower in the tree.

This is an elegant solution. It would also simplify things a little for the people who are having trouble with quality items clogging up their lines due to inadequate filtering.
