[2.0.23] Gleba lag caused by animated water

Hi, I've discovered another semi-minor issue!
I was playing on a multiplayer server last night and went to Gleba. It was the first time anyone had gone to Gleba on that save file (not sure if that's relevant, but mentioning it just in case).
Once I was there, I started getting severe FPS drops (went down as low as 30 FPS). UPS was completely stable at 60. (I play with the FPS/UPS counter always enabled, so it was easy for me to check this)
After playing with the graphics settings a bit, I discovered the culprit - animated water. I could leave all my other settings as-is, but had to disable animated water. This completely fixed all the FPS issues.
I've also experienced some FPS drops in solo play (only ever on Gleba). I have not yet tested if shutting off animated water fixed them. My solo Gleba FPS issues are very inconsistent, and disappear after I shuffle around a bit (zoom in/out, flip to another planet for a moment, move away from the low FPS area, stuff like that).
The animated water looks beautiful, so I'd love to be able to play with it on!
