If a captive biter spawner fuel spoilage output is full, and fuel slot is also spoiled, spawner starts losing its health w/o flashing "no food" icon.

Ok, while this minor issue is one of the minorest ones, i decided to fix it for 2.0.25. Burner will show the out of fuel icon even when fuel inventory contains items but they are incompatible ones.
