this is not consistent with any other of the Game Menu buttons. and during the excitement of your first win, it is not pleasant to be unpaused (in a dangerous zone) while you're trying to read thru the win screen.

WHEN I press ESC key
AND I click "Galaxy of Fame"
THEN the game is unpaused.

I expect: The game remains paused and I see Galaxy of Fame interface.

this would also fix other issues i found when searching, where a destroyed ship on the victory screen causes bad things to happen.

This is not strictly a bug, but for 2.0.44 i changed the galaxy of fame gui to keep game paused while this gui is visible.
