[2.0.23] Upgrade planner allows selecting same entity multiple times

What did you do? What happened?

What did you expect to happen instead? It might be obvious to you, but do it anyway!
Not to being able to select red belts a second time, since it makes no sense.
Does it happen always, once, or sometimes?

Thanks for the report however I do not believe this is worth the added complexity to try to prevent. It's not breaking anything as is.

Always
it will be convenient if can select multiple time, when we modifying upgrade plan.
for example, my upgrade plan first like this:

when I research blue belt, what I want now:

then try to modify it step by step:
