I try out a vanilla run with quality and elevated rail. I used a mod that add stack inserted but this could be a official mod like quality and elevated rail. The reasoning is that it's a new mechanic of extension space age that could be relevant to play without space age activated, specially other overall mod could wish to use this mechanic too.
