[2.0.21] Target priorities – Dragging and dropping

Goal

Simplify the gameplay

Situation

It is inconvenient to change the priorities of goals.

Decision

Make it so that priorities can be dragged with the mouse cursor. Just as it was done with the research in the laboratory.

+1 yes pls its so time consuming to reorder priority lists right now
