Inventory scrolling takes priority over quality scrolling

1. Open a inventory that is too large so it has scrolling. eg. mech armor with toolbelts. long list of request groups etc.
2. Take item Ghost and hold alt + scroll to change quality.
the game will scroll trough the inventory instead of changing the ghost quality. i think if u hold alt its clear that u intent to change the quality and not want toscroll the inventory, so i think a change should be made that quality scroling while holding alt should take priority over inventory scrolling.
