game ignoring enemy base expansion cooldown time range

In the map creation settings under Enemy there is a "Minimum cooldown" and "Maximum cooldown" setting for base expansion. The game ignores this range and expands at the Minimum Cooldown time every time.
Steps to reproduce:
1) Load a save
2) enable show-enemy-expansion-candidate-chunks from debug
3) watch for the blinking circle indicating an expansion is starting
4) start a stopwatch for the "Minimum cooldown" time set at world creation
5) (optional) go kill biters that are making that expansion
6) when the timer on the stopwatch you set goes off the blinking circle will stop and a new one is guaranteed to appear, indicating another expansion is starting.
This happens 100% of the time. I tested for 8 hours and could set my clock to the minimum expansion time and it would always trigger and expansion.
Additional information:
The minimum and maximum time were set to different values at world creation.
If you have not cleared the map enough you might not see an expansion chunk that has not been explored yet. It is there, just wont blink if not explored on map.
