[2.0.21] Technology unlocks blocked by map settings due to unlock method

What did you do?
Set Crude oil spawn to off via map creation settings then obtained crude oil via other methods (mods or console)
What happened?
Unable to unlock technology due to not "Mining" Resource
What did you expect to happen instead? It might be obvious to you, but do it anyway!
Unlock technology via obtaining resource that is mined
Does it happen always, once, or sometimes?
Always happens
What should be done?
Update Technology unlock to be based on the obtaining the item produced by the mining action instead of the action itself.
