Yep. As ridiculous as it sounds, the small wooden stick pointing upwards which can be mined, deconstructed, or exploded prevents the massive concrete rail ramp from being constructed, even when using red-angry super-force building order. Removing water cranes resolves the problem. Other buildings ("small", "tall", rail supports) CAN be over these trees, rail ramps -- cannot.

Howdy. Thanks for the report, however, this seems to have used to be the same issue as 122632 . Either way, I could not reproduce the problem on the latest. Marking as Duplicate
