Storm cycle on fulgora changes with longitude

At the moment, using lightning for power requires a *lot* of accumulators, and they're not interesting builds - they just take up a lot of (valuable on fuglora) space.
It would make sense if the lighting storms started at slightly offset times across fulgora so that it encourages building bases far apart, connected by train networks. Fewer accumulators would be needed since sufficiently far apart lighting collectors would generate power at all times on a large enough, connected grid.
