Don't downgrade underground belt if distance is too wide

Pulling a transport belt up to and on a higher-level underground resulted in the underground being downgraded, which can disconnect previously-connected undergrounds. This seems to happen whether Interface > Interaction > "Smart belt building" is on or off.

I would have expected for the underground to stay at its current tier in this case. I hoped/expected the downgrade to happen only if the underground wouldn't disconnect.

I'm not sure whether this is a bug report or a feature request. It might also be intentional behavior.
