Ran out of normal landfill on Gleba, tried placing some quality (uncommon in this case) landfill, which the construction robots were unable to forfill. As soon as normal landfill got back into the system they placed landfill on the ghosted tiles.

Thanks for the report however i am not considering this to be a bug. Tiles do not support quality and construction network does not support requesting a items of wildcard quality so the tile ghosts when placed can only request items of normal quality.
