[1.0.20] Replacing underground belt ghosts behaves different with same and upgraded item

Reproduction steps:

Place ghosts of both sides of an underground belt.
Place an underground belt on one side. -> the other side stays a ghost
Replace one side of the underground belt with a different type of underground belt -> the other side get's placed as well. It doesn't matter which side is replaced and if one or both sides are ghosts.

I would expect that replacing an underground belt ghost with the "correct" item works the same way as if I replace it with an upgrade.
