TL;DR
New Selector combinator mode to increase or decrease quality
What?
A new quality change mode ("Modify quality"?), which would step up or step down quality for every signal individually. Increasing Legendary or decreasing Normal would remove the signal.
Why?
Currently, increasing or decreasing quality takes multiple selector and other combinators. Since selector combinators already support transferring quality and filtering by quality, being able to increase/decrease quality would be great. One use case is finding existing matching items of a lower quality, for example to recycle and re-craft for a chance at a better product.

Reviving this request for a chance to get it in 2.1.
While the effect can currently be implemented using an array of Quality Filter + Quality Transfer selector combinators, this array requires some significant space + this approach does not scale well when extra qualities are added by mods.
This mode can be quite helpful in two cases:
- when more qualities are added by mods
- when mods greatly increase the quality chance (e.g. Maraxsis), so that it makes sense to build automated production in assumption that the quality bump would happen during crafting (e.g. run recipe for quality N if there is not enough items of quality N+1).
If such mode would get an extra checkbox "Limit to researched qualities" , this would remove the need to manually update malls once new quality is researched.
