[2.0.18] Incorrect displayed effect value in repeatable researches

In the Technology tab, when hovering over the repeatable technology icon to see its effect, the pop-up supposedly displays the increment, the current effect, and the effect after researching the technology. For example, with 4 levels of Refined Flammables researched, checking the effect of level 5 will show:
> Fire Damage: +30% [+90% -> 120%]
This is correct, but when we check the past or future level, the values in brackets are incorrectly calculated against the current level, not the level at the time the technology was or will be researched. E.g. checking the value of Fire Damage 1 incorrectly shows:
> Fire Damage: +20% [+90% -> 110%]
... even though, when researching Fire Damage 1, the actual change is [0% -> 20%]
> Fire Damage: +30% [+90% -> 120%]
