The expected behavior:
The train should stop at "test pass through" station, waiting for a "test stop" station with space.

Actual behavior:
Instead of waiting, the train continues his path to the station with limit 0

This is a side effect of the known bug viewtopic.php?f=7&t=118475

In your setup, the station after the waypoint stop is the same station it just left. The train will actually attempt to reserve and path to the station after a waiting stop when it gets to the braking point before the eating. At that time, the wagon is still occupying the rail of the stop it just left, so the train still has a reservation there. The bug lets it path to that zombie reservation even though it has to leave the station before it can return.
