Expand contexts in which alt+scroll can be used to change quality

TL;DR
Add more interactions with alt+scroll when hovering over specific parts of the GUI.

What?
Some examples:
  • Alt+scroll an assembler in the world to change its recipe quality
  • Alt+scroll an entity to place a replacement request with a different quality on it
  • Alt+scroll a signal slot to change the quality
  • Alt+scroll an existing module in a module slot to request a higher/lower quality
  • Alt+scroll a logistic request slot to change the quality
  • Alt+scroll a piece of equipment in a grid to request a different quality/replace from the inventory if present
This is not a comprehensive list, many others could be added.
Why?
Quality of life by expanding upon already existing concepts.

So assemblers (and presumably other buildings with recipes) work differently than other entities? That would feel weird to me.

But if we could open the assembler and alt-scroll over the recipe icon, that would be almost as convenient.
