[2.0.17] heating tower translation missing

Thanks for the report. When strings change, we remove their translation to make the community aware that they should be translated again. It is usually done in the following release.

Maybe it's a limitation in Crowdin, but is there any way to preserve the old translation for context when making the updated one? Sometimes the change in the source string is just a typo fix or some whitespace adjustment, and then the translation will just be the same anyway (and sometimes just a minor modification), so a way to see what the old one was would be great for saving time and not having to rewrite the translation from scratch (mostly useful on longer strings like the one in this post).

Crowdin does indeed save old translations in its database and suggests them based on similarity of the English original. If the new English text is just a minor change that does not affect the translation, copying over the old one is just a single click. But nonetheless, a translator has to look at it first and judge whether a change to the translation is necessary or not.
The fact that changed texts lose their translations and appear as Engish in-game for all locales is a side-effect of the release process of Factorio. This has nothing to do with the capabilities of the Crowdin platform. I want to emphasize that ideally these Engish texts should only be seen in the experimental versions, where it is deemed acceptable to have minor inconveniences like missing translations.

Ah so I guess the regular Crowdin suggestion makes use of the old translation maybe then. And yes absolutely the translation needs to be reviewed to make sure it's still relevant. (Still waiting to hear back about proofreader role so we can start cleaning up the Swedish locale.)
