[2.0.16] Logistic chest ghosts report zero logistic storage for requests

If I make a logistic chest ghost and set a request, the Logistic Storage amount for that request is zero until the chest gets built and connects to the logistic network. I think it should pretend it's in the network that covers it and give the total there.
