As soon as cliff explosives are researched, ghost-building underground pipes and belts assumes that they are available. Before cliff explosives, underground pipes would favor changing their placement, and belts would favor underground belt transitions. After researching, cliffs are marked for deconstruction instead, even if cliff explosives might not be present in the logistic network. That's especially annoying when placing ghosts while not in map mode.

This behavior could be an optional toggle, or maybe cliffs are only marked for deconstruction when using super-force build.

I suppose the same is true for the landfill research.
