force build does not work on rough/smooth ice on aquilo

normally when you force build, flooring will automatically be placed if needed (i.e landfill on water/swamps)
However, on aquilo, this does not work on ice.
I assume that this may be the case because the force build would not know which variant of concrete to use.
maybe it could just default to whatever is in the player's inventory? Or maybe let us set one in the interface?
