I used steam engines and solar on Nauvis. When I made it to Vulcanus I set up power using steam turbines and got the nuclear power achievement.

Given this bug report contains no game version and this was changed in 2.0.11 to require nuclear reactors to be placed, i do not know what to do with this so i am moving this to pending.
