Tl Dr
Interrupt on fulfilled request so a platform will not fly to different planet because one item is missing

Why
Platforms Often try to fulfill interrupts too early if I request 600 foundations, I don't want a platform to fly and pick a new batch when only few are missing. This could be done by specifying item count, but requests are great, and it is a shame that I cannot specify interrupt on percentage of a request, like 50 percent.

I suppose there is even a room for higher than 100 percent requests, like if a platform has bunch of science, it will go to a nauvis to dump it regardless of other conditions.
