I checked the factoriopedia for the Electromagnetic plant and it does not show that it is only buildable on Fulgora when you only hover over it. However, the Agricultural Tower does mention it is buildable on Nauvis and Gleba. When I click on the Electromagnetic plant it shows it is only buildable on Fulgura, so the bug is only when hovering over the item. Same issue with the Foundry and Cryogenic Plant

Electromagnetic plant is buildable on any planet (and on platforms, I think). Here are mine on Vulcanus: "Crafted on" is something different from "Buildable on". "Crafted" means where you can assemble the item, "buildable" is where you can place the building.

You are right, I did not notice the difference.

Maybe this discussion can be changed into "Show Craftable On" in the tooltips, but then I agree it is not a bug, but rather a debatable QoL improvement. I brought some materials from Fulgora to Nauvis to craft electromagnetic plants, only to realise I could not craft them after getting the message and checking the factoriopedia.
