What did you do?
I brought some foundation with me to Vulcanus. I then went to place the foundation.

What happened?
I placed the foundation, but it wasn't needed- that area could already be built on.

What did you expect to happen instead? It might be obvious to you, but do it anyway!
Foundation should behave like landfill and not be placable where it is not needed.

Does it happen always, once, or sometimes?
Always.

Thank you for the report. While not a bug per se, it was definitely an inconsistency - volcanic-cracks-hot were colliding like ground but were still coverable by foundation. Since 2.0.21 volcanic-cracks-hot will no longer be coverable by foundation.
