I cannot throw cliff explosives, clicking does nothing.

Hello,
Using 2.0.16 with a game started on 2.0.14 I can't throw cliff explosives at all. I constructed them, I go to throw them and click (like I would with grenades etc) and it doesn't allow me to throw / use them.
Weirdly actually this also applies to grenades, perhaps it is any throwable?
Any ideas what might have happened? It used to work and I've not changed any keybindings.
