I'm not sure if this is strictly a bug or an oversight but it's slightly annoying. If I open the chat in remote view it's rendered below some layers, i.e.:

- below locomotive GUI:

- below space map (it looks like chat has no history)

Thanks for the report. This is a limitation of our chat display not being a true GUI element. Rewriting it doesn't seem worth it right now, so I'm moving this to minor issues.
