TL;DR

Only display viable Quality filter options in various pieces of the interface, such as Splitter filters, Inserter filters, Logistic Requests etc.

What?

• Logistic requests cannot deal with "Any", so Any shouldn't be in the list for logistic requests.
• Logistic requests cannot deal with filters that aren't "equals", so Equals should be the only available operator.

Why?

It is somewhat frustrating and difficult to understand, at first, why the "Any" signal and other choices set your requested minimum to 0. It would be better if the option wasn't available at all.
