I cant place heat pipes to this pumpjack to unfreeze it, what am I supposed to use?

You are supposed to use heat pipes to provide heat, or nuclear reactor, or heating tower.

You can't place those directly on ice or ice platform though you need to place concrete first to make sure the ice won't melt

Not sure what do you mean by "Can't place heat pipes". You can make foundations from ice to extend your starter island. Or place something on that island that will generate heat

Note that you need concrete/reinforced concrete below heat pipes to not melt the ice
