Personal battery mk3 vs Accumulator

First one supposed to be inserted into armor, thus should have a tiny size. Second one is the building, much bigger than the character, but has a ridiculously small capacity, comparing to the personal battery. Considering quality from common to legendary relative capacity lowers from x50 to x20 what is still absurdly high ratio. Why the improved version of Accumulator hasn't been added with the DLC?
