Wired artillery send signals to indicate targets are in range

TL;DR
Artillery should tell the circuit network what they are currently targeting.
What?
Wired artillery do not currently have any way to tell the circuit network that there are targets in range.
Why?
Importing tungsten across multiple planets means the available artillery shell supply is now significantly more limited than it once was. Artillery indicating that targets are in range would allow prioritization of ammunition among available emplacements. This would also help work toward bringing customization options for artillery management into alignment with other turrets.
