Rail gun shooting speed?

So I've upgraded Railgun Shooting Speed to 5, which states it should be +100% to shooting speed. But instead I get 0.5 + 0.36, which is not 100%. And I could have sworn it was 0.32 at level 4, so it just went to 0.36? Am I calculating correctly here?
