i just buy the game on steam. and i am Trying to sign in so I can download some mods but when I try to use the Steam linked sign-in I get the below:

I'm new here, I don't know what to do, so how can i fix it?

This looks the steam servers are having trouble, so it should fix itself eventually.

You can use the in-game mods menu to download mods as well.
