I have not found the same issue that I am having.
Maybe it is similar to the reported bugs.

Description:

Chest connected to a lamp with green or red wire.
The lamp has set the condition: If the amount is bigger than X, then it changes to the color y.
But if the condition is true, the lamp is always black. It does not matter which color is set.

Thanks for the report. This is not a bug.

"Use colors" on the right is for cases when the lamp is expected to change color based on signals obtained from the circuit network.

It looks like you want a static colors. Just turn off the "use colors" in circuit gui and click on the color picker from the left window instead.

No worries, all bug reports are valuable, i get to learn which parts of the game happen to be confusing, sometimes with large amount of "not a bug" may come a change that makes game less confusing.
