[2.0.14] Fulgora Offshore Pump Placement

The placement logic and candidate placement logic for offshore pumps on Fulgora is a bit off when it comes to cliffs. See the attached images and save file:
The offshore pump at the bottom looks like it shouldn't have been able to be placed there to begin with. You can see candidate spots for offshore pumps in places that do not allow a pump to be placed at all.
