TL;DR

When we use the pipette (Q default) to grab the recipe from an assembler, it should grab the quality as well.

Why?

Because I'm in the habit of setting production limits in this way. Grab the recipe, drop it into the logistic network enable/disable condition, and set the limit. Here is what happened when I forgot that quality doesn't come along for the ride...
(Note that in the screenshot I've already fixed the signal--when I copied it from the recipe it was standard quality, and so it just kept running because standard-quality recyclers were always less than 10, no matter how many rare ones we made, go figure).
