[2.0.13] Module insertion doesn't fill empty slots in module inventory if there's a request after them

To reproduce:
- Create a module request in the not-first slot of a module inventory
- Use an upgrade planner to fit it with a different module type
- Expected result: all empty slots are now filled with requests
- Actual result: only empty slots after the existing request are filled
