While a rocket is build the automatic logistic requests from orbit are not requested. This causes the rocket to lack cargo when build delaying the start.

But when the rocket is starting to lift off the silo requests the items for the next rocket regardless if there is one ready or not. The requested items then stay requested while the second rocket builds. So any subsequent launches the cargo is prepared ahead of time.

The behavior resets to waiting for a rocket when the hub doesn't request anything anymore.

Thanks for the report. Rocket silo requesting items ahead is in fact a bug fixed for the next release (118163). Other than that, it works as intended.

Small update in case someone is interested for the current version: The request seem to only happen if it's the same item as being shipped at the moment.
