More Efficient Automatic Rocket Payload Distribution

As the title says. Currently, rockets cannot send items to a space platform for construction requests unless a full load of that item is available on the planet's logistics network.
I propose that this be changed so as to make the "automatic construction requests" system request the absolute minimal number of items required, and to be able to request multiple items per launch. This would mean that rockets would attempt to request as many different items as possible, instead of a full stack of one item, and would try to create full payloads from the construction requests on the platform it's targeting.
The reason I propose this is that in the early game, rocket launches are more valuable than in mid- and late-game. Having rockets be more mindful of what they carry per launch would save a lot of hassle.
