Factorio frequent lag spikes

The game keeps crashing. FPS will drop to half. Slowing down the server doesn't always help FPS drops - Does anyone know what to do with it?
Is it possible that it is also the number of machines and assembly plants?

Is it FPS or actually UPS (or both) ?
(F4 => show-fps)
