Robonet subnet - why no active/passive providers?

I am trying to build a common robonet subnet where you do not want to join networks, to store millions of random ore and withdraw as needed.
It does not work with the new robonet subnet system. I apparently can't assign a member chest that provides material to the buffer chest. All members are auto-assigned the same state, and I apparently can't have a buffer with no reserve amount that provides to the rest of the buffer chests.
Oddly active and passive providers cannot be assigned as members of a robonet subnet. Why? This seems to be a lack of imagination by Wube. It's mysterious.
Also unchecking [No group assigned] does not prevent the silo from pulling from the general network outside the silo subnet.
This robonet subnet thing seems totally broken and useless. Back to robonet network splitting I guess.
