[2.0.11] [Multiplayer] Can't launch Space Platform Starter Pack + performance issues

Hello,
today Factorio autoupdated (since i play multiplayer map it has to be).
Ever since my FPS dipped badly and is low even looking at water. I mean i do play on potato hardware (intel UHD laptop) but i always was starved for UPS, not FPS "Time usage" debug data
What's worse, i can't seem to build new platforms
"Build new platform" creates new platform in top left surface view selection (where are planets and platforms) but similairly doesn't build it (rocket doesn't launch)
I tried to manually put said starter pack as on screenshots as well having ticked "Automatically requests from space platforms" with Starter Pack being available in logistics network. What am i doing wrong?
