[2.0.11] Long-handed inserters fail to pick up items from far lane

I have an issue wherein some of my long-handed inserters will not pick up items (in this case, red circuits being inserted into blue circuit assemblers) when they're on the far lane from the inserter. I checked, and they correctly pick up items from the near lane. Their status is "waiting for source items", even though the belt is backed up with items on the far lane. Here's a screenshot of what that looks like:

I have also attached a save file for my game, you can find the misbehaving inserters on the rightmost part of the main bus, close to the rocket silo, as highlighted in this screenshot:

I'm not sure how to mark it, but this is not in fact a bug. The red circuits on the far lane were all higher quality than what the assemblers would take, but the icons showing the qualities weren't visible, as they were covered by the circuit below them. So it looked to me like the belt is full of red circuits that the inserters wont take, while in reality it was full of uncommon/rare red circuits. This confusion could be avoided if the rarity icons were shown above other sprites, even if the item they are assigned to is covered by another one, but I did manage to fix it on my own - I just forgot to place a splitter sorting for quality.
