[raiguard] [2.0.10][Linux] Config.ini not syncing to machine from Steam Cloud

I recently played Factorio on my desktop (also linux), and wanted to move to playing it on my laptop. Everything else seemed to sync fine when launching on my laptop (blueprints, saves, achievements, player-data.json), yet my config.ini file did not get applied meaning all my settings were restored back to default on my laptop. I expected my settings to stay consistent across my machines (keybinds especially).
To clarify, config.ini does indeed sync to the cloud, but it does not get applied to the game on launch for some reason. I tested this by, when the game is closed, deleting files in the $HOME/.factorio folder (doing this while the game is closed ensures that empty files are now not synced to the steam cloud). These folders include the local storage of blueprints, saves, player-data.json, and config.ini, and more. On relaunch of the game, as expected the cloud files for saves, blueprints, etc. are re-added back to the game with confirmation that it is copied directly to the $HOME/.factorio folder, but the only thing reset back to default was config.ini. This happens every time.
