How to allow public servers to rotate its IP address

Hello,
I've successfully been hosting a server using AWS for hosting. To save money, I'm stopping and starting the server whenever I want to use it. As a result, the server ends up changing its public IPv4 address every time I bring it down and back up.
My problem is that the Factorio Server Browser seems to remember the existence of the old IP address, and prevents the server from showing up in the browser with the new IP address. To rectify this I have to connect directly via IP address and use `/config` to mark the server as public again.
My first two questions are:
1. Is this an intentional design decision?
2. Is there a local file I could update on my server to cause it to "win" over the old server when it starts up again?
