Reduce spawner health with No Enemies

TL;DR
When No Enemies is enabled, set spawner health to 1.
Why ?
Clearing large areas of spawners so you can build there takes unnecessary time- this is a regression from 1.1 with no spawners. Their health has no gameplay significance anyway in the No Enemies case, so simply setting it to 1 minimizes the time the player has to spend killing them.
