[2.0.07] Windows 7 - Unable to auto-update game from standalone client

The in-game automatic updater does not work for me.
I am currently running Factorio on Windows 7. Being unable to use Steam, I went with the direct download from the main site (when I was able to use Steam, it updated just fine, in-game mod updates work fine, too - it's just the .exe patch that seems broken)
I log into my user account (once) and the game assets load. When I reach the main title screen with automatic updates enabled, I get the following error: While it is preferred to use the latest version, this bug has existed for me well before the 1.0.0 release. Given the age of my PC, I can almost guarantee it is a config issue on my end or a service I have disabled / stripped down. This report was prompted by a comment I made in another thread:

Attached is my game log. I also took a look through my System Events, but I don't think I saw anything around the timestamp related to the game.
