[2.0.9] Cannot get achievements about quality if Space Age is disabled

All the achievements related to quality (Crafting with quality, Make it better, My modules are legendary, Look at my shiny rare armor...) are not achievable and they do not even appear in the list of the Achievements menu when playing a game that has the Quality "mod" enabled but the Space Age "mod" disabled.
I understand that achievements related to space and planets do not appear, but those related to quality should not depend on the Space Age mod.
